I think we have enough connected people in Ireland to run a Netflix service over Jaiku. You don't need lots of DVDs. You need like-minded people to start because you'll discover many will tolerate the movie selections of friends.
I don't think the Jku/BT ratio is important. It's all in the exchange of the DVDs through the Post. Kinda where analogue meets digital. And the really bad DVDs will begin to get pasted up with Post-It notes.
I love the idea of a peer DVD sharing network... There probably a very simple little app that could be built in order to manage who currently has what and whether people are playing by the rules etc...
Doing this via BitTorrent or Netflix style is a bit dodgy. What you could do though is have some shrinkwrap clickable contract that when you receive the DVD, you are now the owner and the previous owner gives up ownership and then when you pass it on again, it's owned by the next person and eventually will make it back to the original owner.
I think if you loan a DVD, it's "fair use" under all the pre-roll terms on cinema releases. If you pay for postage and handling, that does not violate the T&C constraints. I know libraries that loan DVDs and the copyright police aren't closing them down. And like @sxoop suggests, this could be the selfnotes.net use case.

The post office is only two blocks away, but I never manage to find it open...

So we set up an OpenCoffee Library, selfnote the checkouts and pester people who use the DVDs longer than three days at a time.
